Requirements

Component will always include the background.
If a user hovers over the link in this component, a hover state will be triggered to indicate clickable content. If a user clicks the link included in this component, they will be taken to the corresponding page.
There are 2 slightly different layouts of this component, depending on the width of the parent container. UPDATE 1/5/21: Client requested the ability to place the standard width version on detail pages above the content (rich text) area.
