Requirements
Component will only appear on pages that are gated; i.e. there must be an active logged in session.
Component will be globally managed. Changing it once will change it everywhere it appears.
Each button and/or link will include a hover state to indicate clickable content. Clicking will take a user to the page specified by an admin.
